If Jevois already has linux OS, why not just simply import and use the dronekit library to send Mavlink messages ?

yes, great idea. Is dronekit pure python, or is there some compiled C++ behind the scenes? If pure python, you can just put those python files in your python module's directory on the microSD card and then import the library.
